I was playing survival on a newly generated world for fun and eventually I found a buried treasure map inside a Shipwreck. I decided to check it out and finally reached the X spot on the map. I dug there for more than 40 minutes and I found absolutely nothing. I couldn't believe that I didn't find the chest after so much time, so I eventually created a new creative world with the same seed and went to the X spot with the spectator gamemode. To my surprise, there was no chest at all! Shouldn't there be a chest to every buried treasure map? What happened?

Can confirm that buried treasure chest are sometimes not there.
Can also confirm that the behaviour is inconsistent, as it IS often there.

Did you ever open your world in 1.12.2 then convert it over to a newer version?

No. I never changed the version or converted the world. It was created on the 1.16.2 version.

I found the issue! The chest did generate, but it was removed by a water lake. If you disable water lakes with a datapack, you'll be able to find the chest.
