[MC-199579] enchented arrow is unenchanted?

when I shoot an enchanted arrow with a non-enchanted bow, and I get it back, the arrow became a non-enchanted arrow, just like the one of the skeletons! WHY??

@unknown In creative mode you can enchant any item with any enchantment using an anvil.
