[MC-199624] Ruined Nether Portal Spawns without a chest

MC-182652 says that this issue has been resolved, but that snapshot bug-fix doesn't seem to have applied for the latest release. The portal at 117 ~ 751 on seed -8833944840981965078 spawns without a chest.

The chest spawned for me at that location with that seed.

My location was 118.5,72,752.5 while I was standing on it.

Please do note that if the area was generated in 1.16.1, a chest will not be added retroactively in 1.16.2.

@Galaxy_2Alex That's probably what happened. I loaded the chunks for the world in 1.16.1 and converted to 1.16.2 some time later, thanks.
