Issue Breeding Horses

I attempted to breed a horse, like in earlier snapshots on my personal snapshot server. First I got on the horse right clicked it with wheat to try and activate "love mode" then it didn't work so I went to minecraftwiki.net to see if anything changed. It said golden apples and carrots would activate "love mode" so I tried both Golden apples and Carrots and still nothing. I continued to investigate and realized that the block under the horse was outlined as if able to be broken so I attempted to break the block directly underneath the horse and I could. This told me that the horse body was not being recognized. I believe this could be a bug relating to breeding horses.
