[MC-199768] fences, glass panes and chests do not connect

when placing a chest next to a chest they do not connect to make a large chest. fences and glass panes do not connect to each other as they are placed down.

Is this in a singleplayer world? If it's on an old server from before 1.13 but still supports 1.13+ players to join, their plugin to allow multiple versions may not be made properly.

Comment on chests: It's now possibly to place 2 chests next to each other, as long as their front doesn't align. (example: one pointing west, and one point north.)
