I was playing on my hardcore world on the newest snapshot, and was about to transport villagers into my house by going through the nether, but for some reason, they decided that teleportation was lame and would not go through the portal. Curious about this, I then went into a separate creative world and tested to see if any mobs or entities would go through besides the player. One image shows villagers, zombified piglins, and pigs failing to teleport, and the other shows items failing to do the same. (images were failing to attach, so here are some imgur links instead:

During the creative mode test, I spawned them directly into the portal, while when I was in hardcore, I pushed villagers into it myself. I can test in creative if the mobs being spawned outside the portal, then pushed in would change the results when I can play again tomorrow just to make sure. Either way, I know items are not working in any normal situation.
The same happened when the mobs were not placed directly into the portal; as opposed to having their walking interrupted and then teleporting through the portal, they just walk right through. I tried it with foxes, creepers, villagers, sheep, pigs, and zombified piglins.
[media]This looks like MC-151648 (non-player entities not being able to use portals if none is generated in the Nether), does that describe the issue you were having?
...That would make sense. I never put together that it suddenly worked after I went through myself, and that was why my cat was suddenly able to go through, but now it all makes sense.
Did you spawn them directly into the portal block?
