[MC-20040] Item duplicates with 1-9 swap keys and overwrites other items

when swapping items spamming pressing 1-9 around Items will disappear and eventually duplicate.

How to reproduce:
1: take 5 random items/blocks
2: put them in the hotbar slot 1-5
3: go to the creative inventory and hover the cursor over a empty slot and let it rest on one of the slots
4: spam "typing" 1-5 and the items will swap and swap and then duplicate, overwrite and disappear...

The screenshots:
1: 5 random items and cursor on one empty space
2: after randomized typing and spamming
3: it occurs that the birch and the enchantment tables are disappeared
4: it occurs that the items and blocks still are usable
5: chest does still work items are not ghost items

MC-20040 is not a duplicate of what is said in MC-341.
That is glitch is about placing the block so it turns into another. but my bug is actually the real duplicating of the block and other things happening. I think you should look to it one more time.
