Ocelots do not scare phantoms. I do not think this is intended because:
Ocelots scare only creepers,
Cats and Ocelots were inspired from each other,
Cats scare creepers and phantoms,
How to reproduce:
Open a new world, superflat may be easier, any difficulty except peaceful.
Set gamerule domobspawning to false, time to night, and dodaylightcycle to false.
In creative mode, spawn an ocelot, and attach it to a fence post with a lead. Alternatively, feed the ocelot so it stays near the player.
Clear all other mobs from the area, if any, so there are no unknown variables.
Spawn Phantoms.
Switch to survival mode and stand near the ocelot.
Phantoms will attack the player despite being near the ocelot.
If you repeat steps 3-6 with cats, the phantoms will break away from diving towards the player once they are within the 16-block scare range of the cat.
If you repeat steps 3-4 and then just spawn creepers nearby, the creeper avoids the cat and ocelot identically, unlike with phantoms.
Please fix ocelots so they scare phantoms as well, just like cats.

@Galaxy_2Alex , I didn't mean to post this as a parity bug, rather an inconsistency between similar mobs. Please reconsider marking it invalid.
Does the fact that this bug doesn't affect bedrock make it a parity bug?
