[MC-200655] Unable to summon entity due to duplicate UUIDs

I cannot summon entities with commands without this message appearing in the chat "Unable to summon entity due to duplicate UUIDs"
keep in mind, i have 0 entities loaded into the world. I am the only entity that exists and i still cannot summon them.

its not just the cows that do this issue, it is any entity i attempt to use with that command or any other form of summon command type

I ran into this issue on a spigot server with the multiverse-core plugin. When running a summon command for an animal/hostile mob in a world that has animals/hostile mobs disabled, will yield this error message. It's extremely confusing, as it has nothing to do with UUID's, but that's a bug in that plugin, not in vanilla minecraft.

It seems that it is server side issue. As server is not vanilla, Mojang can't fix it even when they would want to. For spigot problems please report bug on spigot bug tracker. Or search for similar bug on spigot bugtracker and vote for it:

I have removed all previous comments as they are not related to this specific issue by John Roberts, and closing as "Awaiting Response" again since that is what we are waiting for from John.

If this does only occur on heavily modified server software, contact them about it - this is a bug tracker, not a support website. Thank you. And no, the vast majority of servers do not use plugins.
