[MC-201767] Leather Horse Armor comes after Diamond Horse Armor in creative

The Bug
Despite Leather being the weakest Horse Armor it comes after diamond despite all armor and tool variations going from weakest to strongest.

So, where it is bug? Just because it doesn't go in the same order as with normal player armor doesn't mean it's a bug, right? Or it rule of Inconsistency?

From now on, we only accept reports about "incorrect" creative inventory sort ordering if the items/blocks were added in the Nether Update (1.16) or later. All other issues will be closed as a duplicate of MC-1797, which has been marked as Invalid due to the fact it is seen as a feature request.
