[MC-202256] Social Interactions are not accessible with a low window height

The bug

When resizing your window to have a low height / wide screen resolution, Social Interactions cannot be managed. This is not an issue with other UIs, as they stop shrinking at a certain point.

How to reproduce

Open a world to LAN
Open Social Interactions
Resize your window's height to be very low
Observe

Hello!

I understand that MC-202255 is a duplicate of MC-125136, but this report here isn't talking about the positioning of the UI, but about how it does not stop shrinking at a certain point. This is not an issue with the example given in MC-125136 or any other UI, as far as I know. At a certain point, other UIs stop shrinking and only a certain part is accessible. With this issue, however, the UI does not stop shrinking until none of it is accessible at all.

This was actually fixed in 1.16.4 prerelease 2.

To clarify: This report was a separate issue than MC-125136. Yes, the Social Interactions UI is now affected by that report, but when this report here was created, a completely different issue was presented. This previous issue has been fixed.
