The Bug
Using a fire charge inside of a dispenser, waterlogged candles can be lit.
Steps to Reproduce:
1. Place a candle and then waterlog it.
2. Place a downwards facing dispenser above the waterlogged candle.
3. Place fire charges in the dispenser.
4. Activate the dispenser.

I can also confirm. It seems that there is a problem with waterlogging in this snapshot, and blocks that are supposed to break in water don't break but rather stay submerged underwater.
Seems like a missed check, other sources of lighting candles like flint and steel or flame arrows (which are put out in water anyway) are prevented underwater, but this one must have been missed
