Villagers can't pass bread unless they have a bed

It seems that villagers can't give their own bread to their friends. In the past, I have tried making a few infinite bread farms powered by villagers but they never seem to give away their bread. Even if the conditions are met, the villagers with bread only seem to rarely pass bread around, and that only happens if they have claimed a bed. Other crops can be farmed infinitely, so what happened to wheat?
EDIT: This has been happening since villagers swapped from their old AI to their modern AI.
EDIT: The real problem has been discovered! They need a bed.

Does MC-198474 describe your issue?

No, my villagers pick up wheat naturally and stack it appropriately, so I don't think that MC-198474 is applicable.

In that case, could you please describe what your issue is in more detail? I'm unable to reproduce this.

Something to note: my parents blocked youtube, so I can't upload videos to it.

The villagers can't pass carrots to each other too.

Tested in 1.16.4 Java Edition. My (natural village) only had 1 farmer, and since I disliked wheat I confiscated all the seeds (force him to plant all the seeds in the inventory) and converted to carrots instead. He can be seen harvesting carrots but I will never see him pass any carrots to any other villager. This is also proven that after I throw 22 carrots to a nearby villager (mason), they immediately became "willing" and mated the next game day.

Can this still be reproduced in 1.19 or later?

With the setup in the pictures recently added, the farmer does grow and harvest wheat at a steady pace. This automated crop farm works by getting one villager to farm crops and attempt to pass the food to its friend so they can make babies. A pair of hopper minecarts trapped between trapdoors is placed on top of a hopper to intersect the items and transfer them to a separate container, such as a chest. Beetroots, carrots, and potatoes make it to the chest successfully, but wheat does not. Using /data shows that the farmer is crafting the wheat into bread, but it is refusing to give it to the other villager. In one of the screenshots, the glass is replaced with barriers for additional clarity.

Can you still reproduced this issue in 1.19.4?

Can't confirm in 23w43a.

My reproduction steps were summoning a farmer villager with an inventory of 36 wheat items (the greater limit of wheat required to craft bread), and a villager with no profession. I then used '/tick sprint 1d' to speed the process of the villager crafting, and noticed the villager had crafted bread, without a bed:
