No, this is still an issue because

  1. the villagers have the ability to pathfind to their own sites, and there are more jobs than villagers

  2. the villager will be randomly unable to pathfind to their own bed/site while able to do it in other times, which prevented the case of >=75% of the villagers to work in one day actually from checking true

  3. this is under player's intervention to add more jobs, houses, beds and leveling terrain for villagers to access them easier

It's incredibly difficult to meet these requirements, except in creative mode on superflat

This issue is somewhat fixed in the more recent versions, where the lag in their behavior is much less noticeable.

As early on as anvil mechanism came in I had tried placing poppies named "rose" but they drop poppies

mobGriefing is of course set to true. That's why they DO tend crops but they do it extremely sluggishly (e.g. check for farmland around them once every minute instead of once every ... say, 5 second). They will also leave carrots floating around, only to pick them up later.

I believe it's an issue. It might not be a important issue but I believe they are doing it a bit too slowly. Although, eventually the farmer is able to fill the field with carrot crops after about 15 in game days.

this is intended behavior. How high it is generated is based on terrain (indirectly via world seed), not directly by world seed.

The villagers can't pass carrots to each other too.

Tested in 1.16.4 Java Edition. My (natural village) only had 1 farmer, and since I disliked wheat I confiscated all the seeds (force him to plant all the seeds in the inventory) and converted to carrots instead. He can be seen harvesting carrots but I will never see him pass any carrots to any other villager. This is also proven that after I throw 22 carrots to a nearby villager (mason), they immediately became "willing" and mated the next game day.

well, villagers can't despawn but they will disappear from time to time. This also occurs on naturally-generated villages.

Since it is impossible to know exactly what the villager is doing (e.g. he can go out of the house and venture within 32 block radius, potentially spotted by zombies and got slain)
