This can easily be reproduced by running the command:
/playsound minecraft:entity.minecart.inside.underwater master @a
Observed Behavior
The minecraft:entity.minecart.inside.underwater sound does not produce a subtitle upon being heard.
Expected Behavior
The minecraft:entity.minecart.inside.underwater sound would produce a subtitle upon being heard.

I'm not sure if this is true; whenever I place or summon a minecart underwater, subtitles appear to make the right sound. Not sure what your screenshots are lmao... Maybe I'm wrong though, take this with a grain of salt.

The screenshots show the lack of subtitle when triggering the sound event.
And the ticket is about riding, as in indide of the minecart, not outside.
