[MC-205091] Player cannot climb powder snow as per Bedrock Edition

The Bug
If you try to climb on the powder snow (without leather boots), it just doesn't work. This is the opposite of what happened on Bedrock Edition.

I do not know how it works on Bedrock but I was able to climb it like Scaffolding with leather boots on.

You can while wearing leather boots. This seems intended.
