[MC-205131] Landing on powder snow while wearing leather boots inflicts fall damage on Java, but not on Bedrock

When wearing leather boots, you will take fall damage on powder snow. This does not happen on Bedrock.

Despite being able to land on powder snow, the leather boot item still falls through powder snow. Most likely WAI, but an observation.

I do not have access to the Bedrock Edition of the game, however I can confirm in 21w06a, that fall damage is applied upon landing on powder snow, whilst wearing leather boots in java.
