Powder snow can be put in the Nether

This does allow for easy putting out of fire, so I'm not sure that this is intended as one of the major dangers of the Nether is not being able to put yourself out after the fact.

I think that this is ok. I mean, you would need to go to a mointain to get powder snow. And mountains will be very dangerous, so this is fine.

Also powder snow is unstackable. So it's fair.
