[MC-205361] Using a spawn egg on powder snow spawns the mob inside the block

The Bug
When using a spawn egg on powder snow it spawns the mob inside the block instead of on top

Replicate

Place some powder snow
Get a spawn egg
Spawn the mob on the powder snow
❌ Notice the mob spawns inside instead of on top

Probably intended, since powder snow has no collision box and this bahavior matches other blocks without a collision box.
