[MC-205676] No bubbles when fishing if particles are set to minimal

When fishing, the bubbles that appear before a catch do not appear, the bobber just gets pulled under.

They are set to minimal... I havent come across the same experience with 1.16.4

Bubbles from the fishing bobber will not appear if your particles are set to minimal, therefore making this report invalid.

I'm going to reopen this and leave it to Mojang's decision, as this issue admittedly makes it harder to fish.
