Endermen do not function properly with Universal Anger.

With universalAnger and forgiveDeadPlayers at true and false, respectively, Endermen summoned with AngerTime do not immediately aggro onto the nearest player (as they did in 1.16)

Steps to reproduce:

Create new world

Set universalAnger and forgiveDeadPlayers to true and false, respectively.

Use this command to summon enderman with AngerTime

/summon minecraft:enderman ~5 ~ ~ {AngerTime:2147483647}

In 1.16.1, the Enderman will attack the player (which should be the intended behavior based on the description of the gamerules, and is how it works on Iron Golems and other neutral mobs).

In 1.16.4, the Enderman will not attack the player.
