Player heads show as Steve for certain people

I've experienced this issue before on servers with NPCs that are supposed to have player skins. Common issue.

If the heads are Steve, that means nobody has that Minecraft name.

I am sure this isn't the case since my friend doesn't have that bug so he sees the right texture but i dont
