What I expected to happen was...:
Skeletons do flee from wolves (tamed or wild) both in overworld and in the nether regardless of Y Coordinate
What actually happened was...:
Skeletons do not flee from wolves (tamed or wild) in the nether/overwold when spawned at Y140+.
Steps to Reproduce:
1. Put wolf on the ground at height of 140Y or more (optional: block it so it can't chase)
2. Put a skeleton on the ground in the nether
3. Skeleton does not flee from wolf, but stands idle

We've tested a bit more, and I have to admit, the description I gave was a bit overly simplistic (I've included the details now in the full description.
To be precise, skeletons start to have random behavior and don't flee anymore at around Y 140 in the nether. We've made a video to show the bug more precisely.
EDIT: We've just found out that this is not only true in the nether, but also in the overworld on Y 140+ Coordinates
I can't reproduce this
