[MC-208790] Walking sound effects despite jumping

Reproduction:

Place a long line of rail blocks, any type
Hold sprint + jump while going along that line
Sound effects of walking on rails play despite currently not touching the ground

Bonus bug:

While walking/running on the rails without jumping, it plays the stepping sound effect of the block that is below the rail, not the rail block itself
