Can't add enchantments to netherite armor

Why can't I add enchantments to netherite armor with mending on them? Trying to add fore protection and blast protection on the anvil and it won't allow it. Is this a bug?

I was unaware that you could not add all protection enchantments to one piece. Sorry for the post and thanks for the timely response.
