[MC-210317] lighting issues

this bug has been in the game for a VERY long time and it still wasn't fixed??

Uh, what is the bug exactly we need more info. to fix it.

I used the /fill command to fill up an area with water, but the lighting keeps getting messed up as shown in the picture.

/fill (coordinates of one corner) (coordinates of opposite corner) minecraft:water

Please provide a video with the debug screen enabled (hit the F3 key) demonstrating the issue.
