If you point at a Redstone ore and right click with a steak in hand you can't eat the steak even if you're hungry. Is this a bug or expected behavior? With toolin hand it does the animation as if breathing the block but it doesn't break.

Can confirm. This is probably a bug. Before 1.15 you could use every item while looking at a redstone ore without sneaking, but since 1.15 only blocks can be used while targeting redstone ore without sneaking. Even buckets don't work anymore, see MC-165510. So now this affects all items that aren't blocks like for example bows, crossbows, tridents, snowballs, eggs, ender pearls, fishing rod, armor stands, spawn eggs etc.
