The bug
When a villager is standing on a transparent block (such as leaves or glass), and its scared from a hostile mob, it will either move in short quick bursts or not move at all. If there is a solid block at all, it will just run to it and stay there (even if it is close to the hostile mob).

Can confirm that this an issue in 20w51a. The villager simply remains still whilst being attacking and does not attempt to run away.
I just tested and this is an issue in both 1.16.4 and snapshot 20w51a. For my secondary test, I just created a superflat world with glass as the floor. Linked is a video of what I am experiencing.

Additionally their regular wandering is also affected by this. If they are on an infinite plane of glass for example, they will just stand still during daytime and not really wander around.

Additionally, it may be important to know this actually happens naturally in the world and how I discovered the bug myself:
In Frozen Oceans, Polar Bears that naturally spawn in this biome will be subjugated to this bug. This is because they spawn on normal Ice blocks, which are transparent blocks, and will never wander about their biome, unless close to a solid block they can pathfind to. It almost makes them look like statues or props, which tarnishes the vibes of Frozen Oceans in my eyes.
