Shulkers can rotate their heads up and down

When a shulker looks at you, they can rotate their heads up and down. Before, they were not able to rotate their heads up and down. This may probably be intended.

To reproduce

1. Spawn a shulker

2. Fly above it and wait for the shulker to look at you
   → ❌ The shulker looks up
