Fire extinguishing sound doesn't play when mobs are extinguished with rain/water

Likely blocks MC-78049. Dates back to at least 20w51a, and worked normally in 20w45a. This is specifically for mobs so this is not MC-134895.

The bug

When a mob that is on fire is extinguished using water or rain, no fire extinguishing sound plays. The subtitle also does not show.

Steps to reproduce

  1. Summon any mob that can catch fire.

  2. Set it on fire using any method.

  3. Extinguish the mob using water or rain.

Can confirm. To add on, no subtitle can be seen upon this happening.

Can confirm in 21w06a. Just to clarify, this is not the case with the player and it only affects mobs as stated in this report.
