The bug
Burning arrows do not make a sound when extinguished. Since fire is being extinguished, a sound would play.
How to reproduce
Obtain a bow with the flame enchantment:
/give @s minecraft:bow[minecraft:enchantments={levels:{"minecraft:flame":1}}]
Using the bow, shoot an arrow into water

Here are some steps to reproduce this issue:

/give @s bow{Enchantments:[{id:"flame",lvl:1}]}
Shoot an arrow into some water / powder snow.
→ ❌ Notice how the arrow does not produce a sound upon being extinguished.
I am able to confirm this behavior in 21w43a. Here are some extra details regarding this problem.
The Bug:
Flaming arrows do not produce sounds or subtitles upon being extinguished.
Steps to Reproduce:
Obtain some arrows and a bow enchanted with flame.
/give @s minecraft:bow{Enchantments:[{id:"flame",lvl:1}]}
Place down some water or powder snow.
Shoot some flaming arrows into the water/powder snow.
Listen closely as the flaming arrows are extinguished.
Take note as to whether or not flaming arrows produce sounds or subtitles upon being extinguished.
Observed Behavior:
Flaming arrows do not produce sounds or subtitles upon being extinguished.
Expected Behavior:
Flaming arrows would produce a sound and subtitle upon being extinguished.
