[MC-213106] water texture under blocks

Under water texture under block

What I expected to happen was...:
the water texture don't appear under blocks

What actually happened was...:
When you are under water, the water top texture shows of when there is a block that is air in the 9 block on top of the water, and don't if there are all 9 that aren't air.

Steps to Reproduce:
1. go to a water lake
2. (take night_vision to see something)
3. cover the lake with blocks (like stone, dirt, ...)
4. go in the water

I've seen this myself a few times in previous versions. Usually it means the block isn't waterlogged, but even if that's true it can still show up on rare occasions.
Just tested this and it's confirmed.

This has been the case for quite a while, I always thought it was intended because the water is slightly lower than full blocks (I think.) If water is a full block then this is most definitely a bug, but if the water is lower than a full block it MAY be intended.

yes, I didn't found it when searching if that was already reported. I didn't know that glass work like air
