I forgot my old account password so i bought a nother account and then added my microsoft account and then i was upset couse i did not have the migration cape :c

You only get the cape if you migrate your account from a Mojang to Microsoft account, not by getting a Microsoft account. For further information please visit information posted by Mojang.

Migration has not started yet however accounts bought after December 1st 2020 will not be eligible to get the cape. This is due to you already having a microsoft account.
