It'd be expected that they'd be called minecraft:flowering_azalea_leaves to be more consistent with their name but this is not the case.

fixing it, without creating new inconcistancies, would require merging regular and flowered leaves into one block type with an additional blockstate, but making it work properly would require yet another bug fix to be made, which prevents blocks with centrain blockstates, to show that blockstate in an item form.
Can confirm.
Although it is consistent with the other leaf varients oak_leaves, spruce_leaves, azalea_leaves and changing it may create a new issue. On the other hand dark_oak_leaves are a thing, so a leading descriptor "flowering" may be okay unless Mojang also wanted to make them oak_leaves_dark.
