I previously generated a superflat world for testing, and went to place a waterbucket above the ground. The water did not spread properly above ground level having issues spreading to corners when the platforms are even on all sides, but when placed on ground level it spreads fine. The error was not fixed upon closing and repoening the world.

Yes, the screenshot with the stone platform shows normal water behaviour.
Did you ever open your world in older snapshots? If so, does optimizing the world (with erasing cache) solve the issue?
I have not opened the world in older snapshots, but I optimized with and without erasing cache. And no, this is not normal water behavior. Again is another top-down attached screenshot. The water is clearly spreading unevenly.

Water always goes downhill, so the water may be pathfinding to a lower surface.
