Lapis Ore only spawns above Y level 0. Tested in both Singleplayer and Multiplayer. All other ore spawn normally.

Step 1. Open Minecraft 21w06a
Step 2. Create a new world
Step 3. Explore the world and notice lapis only spawns above y level 0.
