[MC-214917] Lapis Lazuli doesn't generate on the lower levels of the world

All the ores generate at the minus y layers, with the exception of the Lapis Lazuli ore. I can't really imagine why Lapis Lazuli ore wouldn't generate in these layers, seeing as it would make Lapis Lazuli extremely hard to get in the new cave update.

Lapis generates differently from other ores, so I see why that would happen.

Oh neat, so this issue will be fixed in future snapshots I assume. I am very curious about what the new ore generation will be, can't wait for the future!
