[MC-215895] Villagers getting out of boats fall through ground

Mobs that are in boats when they break fall through the ground

steps:

1: Make sure that the ground is 1 block thick

2: Put a villager in a boat

3: Break the boat

4: The villager falls through the ground

Does MC-96198 describe your issue?

No because in that one the boat falls through the ground but in this one a villager falls through the ground.

Please include a video of this happening if possible
