[MC-215898] Deepslate hardness does not match some of its variants

Deepslate and Polished Deepslate does not share the same breaking speed with Tiled Deepslate, Deepslate Bricks, and Chiseled Deepslate.

All slab, stair, and wall variants share this same inconsistency.

Here are some steps to reproduce this issue:

Place down some deepslate, polished deepslate, deepslate tiles, deepslate bricks and chiseled deepslate.
Mine all of the blocks.
→ ❌ Notice how you mined the deepslate and polished deepslate slower than the deepslate tiles, deepslate bricks and chiseled deepslate.

Confirmed in 21w10a. If a golden pickaxe with Efficiency V is used to mine the blocks with Haste II, blocks like Deepslate Bricks break instantly but Deepslate does not.
