when shooting arrows in creative they go about 2 blocks then dip straight down
step 1 shot about 50 arrows but spam the arrows and sont pull the bow back the shorter the drawback the better

Hmmm, can't reproduce this. If I don't pull back enough, the arrows won't fire. Any length of drawback causes the arrow to move forward, and slowly dip down towards the ground. I'm not seeing what you're showing in your screenshots.
However, it does look similar to MC-547
I can confirm this. I was flying around in creative and arrows would shoot out, and then stop almost like they stopped on the air block. a second later the arrow would actually reach its destination.
