(Parity issue) Hanging Roots can't be waterlogged

I do not play the bedrock betas, but I can confirm that they are not waterloggable on java.

Technically yes, but back then this couldn't be considered a parity issue nor valid issue at all as roots didn't exist on bedrock edition yet.
