[MC-228583] Using bone meal on rooted dirt over water consumes the bone meal, but does not create hanging roots

The bug

Using bone meal on rooted dirt over water consumes it, but does not create hanging roots. This only happens when doing it from the bottom face.

Expected result

Either the player should not be able to bone meal rooted dirt over water, or alternatively the rooted dirt should create waterlogged hanging roots underneath.

Can confirm, should not consume bonemeal.

In my testing seagrass was growing below the rooted dirt platform 2-3 blocks below.

The bonemealing actualy creates sea grass on the floor, if there's a floor below.
