[MC-220339] Beacon beam is not affected by the fog from powder snow/lava

The Bug:

Beacon beam is not affected by the fog from powder snow/lava.

Steps to Reproduce:

Build and construct a functioning beacon.
Place a large area of powder snow/lava around it.
Go inside of the powder snow/lava.
→ ❌ Notice how the beacon beam is clearly visible.

Can confirm for 1.16.5. (in 1.16.5 of course only lava, not powder snow) Relates to MC-220335.
