Chat scroll bar is still offset

Clones MC-219108.

The bug

Although an attempt was made to fix MC-219108, it has not been fixed completely. The chat scroll bar is still slightly further to the right than it was before 21w10a. In the screenshot 21w11a, you can see a line of blue pixels as a part of the scroll bar. These couldn't be see in the screenshot 21w08b.

How to reproduce

1. Open Minecraft 21w08b or older

2. Enter a world, then type enough text in chat to show a scroll bar
   ✔ Only one strip of pixels is shown

3. Open Minecraft 21w11a

4. Enter a world, then type enough text in chat to show a scroll bar
   ❌ Two strips of pixels can be seen
