[MC-221819] Inconsistency: Enderman is able to pick up flowering azalea leaves, while unable to hold other types of leaves

The bug

While enderman can pick up flowering azalea leaves, it cannot hold other types of leaves, including original overworld leaves.

It's likely due to the change in 21w13a that flowering azalea leaves are listed in small_flowers tag, which originally exists in enderman_holdable tag, being able to get picked up by enderman.

Most definitely has something to do with the fact that flowering azalea leaves are now considered flowers by some metrics.

Could be fixed by removing the flowering azalea and flowering azalea leaves from #small_flowers tag but keeping them in the #flowers tag.

Despite still being marked as open, this issue was actually fixed in 1.17-pre1. Could be marked as Cannot Reproduce or Fixed.
