[MC-222116] Splash water bottles doesn't extinguish candle cakes

The Bug

With the fix to MC-203553, Candles can now be extinguished with water bottles, though candles on cakes still cannot be extinguished with splash water bottles.

Reproduce

Make a candle cake
Light it
Get a Splash Water Bottle
Move far enough away to throw it
Throw it
❌ Notice that the candle stays lit

This only appears to be partly fixed. Candles don't extinguish if you throw one or a few splash potions on them, only if you spam a lot.
