Ocean biomes over mushroom island biomes

I had mobs spawning all over my mushroom island and I discovered that the biome will change on the Y level. Sometimes ground level is mushroom shore, but the block above it is ocean. I've seen mobs spawning on these blocks, even if the ground is mushroom biome.
