@Henry Pikachu, I believe you're correct, because the wither itself creates a boss bar after it's summoned.
Makes sense. If you need a custom bossbar, you could just use [/bossbar|http://minecraft.fandom.com/Commands/bossbar].
There is no difference from MC-84243
I think this is WAI, but don't quote me on that.
