[MC-223975] Parity: Azalea Leaves and Flowering Azalea Leaves cannot be waterlogged

Very simular to MC-213794.

On Bedrock Edition, Azalea Leaves or Flowering Azalea Leaves can be waterlogged. This behaviour does not exist on Java Edition.

A solution would be to add a waterlogged block state to Azalea Leaves and Flowering Azalea Leaves.

Most likely intentional because all types of leaves can be waterlogged on Bedrock but not on Java. MC-220031 was resolved as WAI probably for the same reason.

Also, the parity issue with glow squids having a baby variant was considered valid, despite not having any baby variants for aquatic mobs on Java.

Leaves are leaves and have existed for while, and therefore this isn't a valid parity report.
