Bamboo can generate 17 blocks high (possibly more), even though it can grow only 12-16 blocks.

The seed in the screenshot is supposed to be generated through Single Biome Bamboo Jungle.

I found one ticket for excessively tall cacti as well (MC-165558) and I created a new ticket for that (MC-234798). Might be intended for the same reasons as MC-895.
